Security Staffing Elections
Under the Freedom of Information Act, I would like to know the following:
- How much money did your council spend on security staffing for polling stations on July 4, 2024?
- How much money did your council spend on security staffing for General Election counting locations on July 4, 2024?
- For each polling station that security was required for, please state whether this was done by internal and/or out-sourced security staff (incl. company name), how much it cost for that specific polling station and why security was required/requested. Please also name each polling station that the request details relate to.
- Please also state whether the expenditure on security for the above was from council funds or whether it would have come from an alternative source, such as the Election Claims Unit/DLUHC.
Electoral Registration is governed by the Representation of the People Act 1983 as amended. Under Section 8 of the Act, the council must appoint an officer of the council to be the Electoral Registration Officer for any constituency or part of a constituency coterminous with or situated in the council's area. The appointed officer for Thurrock Council is our Chief Executive. The appointment of our Chief Executive as Electoral Registration Officer is separate to the appointment as Chief Executive, and although appointed by the council, the Electoral Registration Officer's responsibilities and duties are personal. An example of this is that the register of electors is deemed to be the property of the Electoral Registration Officer, not the local authority.
The Electoral Registration Officer does not carry out the duties on behalf of the local authority but in their own personal capacity. As you will see, the Freedom of Information Act does not list any person appointed under the Representation of the People Act 1983. It follows that the Electoral Registration Officer, Returning Officer or any other person appointed under the Act are not subject to the provisions of the Freedom of Information Act.
- All information held by the Council in relation to the election is held on behalf of the ARO ((Acting) Returning Officer, appointed under the Representation of Peoples Act 1983
- The office of ARO is not subject to the FOIA 2000
- The cost of the General Election is not council expenditure.
