Temporary Prohibition or Restriction of Traffic
Blackshots Lane and Brookman’s Avenue, Grays
1) The Council proposes to implement Waiting Restrictions “No Waiting at Any Time” at the locations listed below, to prevent obstructive parking, ensure sightlines and to maintain traffic flow on the highway.
The general effect of the Order would be to introduce new waiting restrictions “No Waiting At Any Time” at the following locations:
i. On the western side of Blackshots Lane, from a point 3m south of the common boundary wall of No’s. 121 and 123 Blackshots Lane in a southerly direction following the kerb line to the common boundary of No’s. 115 and 117 Blackshots Lane.
ii. On the eastern side of Blackshots Lane, from the northern kerb line of Brookman’s Avenue in a northerly direction following the kerb line for a distance of 11m.
iii. On the eastern side of Blackshots Lane, from the southern kerb line of Brookman’s Avenue in a southerly direction following the kerb line for a distance of 14m.
iv. On both sides of Brookman’s Avenue, from the eastern kerb line of Blackshots Lane following the kerb line, in an easterly direction, for a distance of 14m.
TRAFFIC REGULATION ORDER The Borough of Thurrock (Blackshots Lane and Brookman’s Avenue, Grays) (No Waiting At Any Time) Order 2024

Coming into force 20th February 2025
Thurrock Borough Council in exercise of the powers under sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984, hereby make the following Order.
1. The Order shall come into operation on the date 20th February 2025 and may be cited as The Borough of Thurrock (Blackshots Lane and Brookman’s Avenue, Grays) (No Waiting At Any Time) Order 2024.
2. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order, The Borough of Thurrock (Stopping, Waiting, Loading and On-street Parking) Order 2017 shall have effect as though:
