Grays Town Deal
In September 2019, the Ministry of Housing, Communities & Local Government (MHCLG) invited places to develop proposals for a Town Deal, as part of the £3.6 billion Towns Fund. In partnership with the Grays Town Board, a Town Investment Plan (TIP) was submitted to MHCLG in February 2021. The Town Investment Plan reflected the local priorities and was co-signed with local businesses and communities. The plan presented a vision for the town and described how it would be achieved.
Following the submission of the Grays Town Investment Plan, on the 15th of July 2021, MHCLG offered a conditional Town Deal of up to £19.9 million to deliver projects within the Grays Town Investment Plan.
Within the MHCLG correspondence, the Heads of Terms (HoT) was outlined. The HoT acted as a Memorandum of understanding for the development and delivery of Grays Town investment Plan and project proposals. The HoT lists the process, governance, and assurance of the funding agreement. This included a list of agreed projects and the requirement of the submission of business cases for each project.
To secure this Town Deal, the Full Business Cases for the following shortlisted projects were developed and submitted to DLUHC on the 28th of October 2022.
- Project 3 Grays Riverfront
- Project 4 Grays Beach Park & Kilverts Field, Destination Attraction
- Project 5 Grays Riverfront Activities Centre
In March 2023, the Grays Town Deal grant was confirmed.
