Local Development Order 2 (LDO 2)

On the 16th January 2025, Thurrock Council adopted a Local Development Order (LDO) at London Gateway Logistics Park, London Gateway Drive, Stanford Le Hope.

What is the LDO Order?

The purpose of LDO 2 is to build upon the success of LDO 1 and LDO 1.5 by removing the need for developers to make planning applications, enabling a streamlined planning process.

LDO 2 will allow up to 733,776 square metres of commercial floorspace at London Gateway Logistics Park. Of the 733,776 square metres of commercial floorspace, 412,326 square metres is already completed or committed under LDO 1 and LDO 1.5.

This means there is 321,450 square metres remaining to be consented.

How is the Order different to a 'standard' planning permission? 

The Local Development Order (LDO) is a type of planning permission that offers flexibility for multiple projects and changes of use, rather than being limited to a specific project or change. Provided the projects and changes comply with the guidance outlined in the Order, the LDO establishes standards and guidelines for development within the London Gateway Logistics Park. These standards ensure that development is of high quality and that necessary infrastructure is provided.
