Full plans submissions can apply to any type of building work but must be always submitted for works on commercial buildings, schools, shops, offices, railway premises, factories and hotels.
A full plans submission form must be completed and sent to us, together with full construction plans that must include as a minimum:
- existing and proposed plans of the building
- a site plan and location plan
- details and a specification for the foundations, structure, damp proofing, thermal insulation, sound insulation, drainage, ventilation and glazing
- structural calculations, where relevant
We have 5 weeks – with a further 3 weeks, if agreed by you – to check the plans and give you our decision. Normally we will review them and give an initial response within 10 days.
If the plans appear not to comply with requirements or we need more information, we'll ask you to amend your submitted details so we can review them again. Once the submission has been approved, an approval notice will be issued.
Fees and inspections
You should check our current building control fees and charges.
Once we have registered your application, we will confirm the application fee. You must pay this fee so we can complete the validation of your application.
You must contact us and at each stage of construction.
You will be sent a separate invoice for our inspection fee when you begin the building work. When all works have been completed satisfactorily and inspected, we will issue a completion certificate.

Alternatively, you can apply online via the national Planning Portal, but in doing so you must pay an extra charge to the Planning Portal service.
