Road closures and street works

After we carry out substantial works on roads and public footpaths for which we are the responsible highway authority, we can restrict further works for up to 3 years.

We set these restrictions by serving 'Section 58 notices', as permitted by the New Roads and Street Works Act 1991 (NRSWA): Section 58.

'Substantial works' means works for road purposes that comprise a reconstruction, widening, alteration in the level, resurfacing or specialist non-skid surface dressing of part of the highway.

Restrictions can stay in place from 6 months to 3 years after the completion of works, depending on the type of work completed and the reinstatement category of the road, as set out at GOV.UK: How to reinstate a road after doing street works.

Works can only be carried out during a restriction if the works fall within a category of exempt works – listed at the end of this page – or with our consent.

In the tables below, the number in brackets is the Unique Street Reference Number (USRN).

Exempt works and reduced restrictions

This includes:

• works that do not involve breaking-up or excavating the highway
• a new service or supply to a customer – further information is provided below
• immediate works – that is, burst water main, gas escape or loss of power
• works to comply with an improvement notice or a prohibition notice issued by the Health and Safety Executive under the Health and Safety at Work etc. Act 1974: Section 21 or Section 22
• works carried out under The Gas Safety (Installation and Use) Regulations 1998: Regulation 16(3)(b)
• works carried out to comply with a programme approved under the Pipelines Safety Regulations 1996: Regulation 13A that could not have been identified before the restriction began

If we receive a request for a new customer connection, and it's not possible to carry out the works before the restriction comes into force, the works must not be undertaken for at least 20 working days following the completion of the substantial works.

The period of 20 working days covers Mondays to Fridays – excluding bank holidays in England – and includes the restriction start date plus 19 days.
