Challenging how council services are run

There is a 2-month window each year when all expressions of interests must be received. This is in line with the guidance and ensures that the timing fits with the council's current procurement procedures. It allows all expressions of interest to be considered in line with the annual budget setting process.

Expressions of interests must be received between 1 March and 30 April

How to apply

You should submit your expression of interest using the application form shown below. This will help you to provide all the information necessary for us to decide if you can deliver the service.

The form is split into 5 parts:

• Part A – we need to understand how your organisation is set-up to see if the community right to challenge is the best way to discuss your interest in a service delivered by the council
• Part B – if you have identified a service or services, we need to get a better understanding of the nature of that service to give us an opportunity to understand how to progress your interest
• Part C – gives you an opportunity to lay out your ideas for how you think a service could be provided by your organisation
• Part D – seeks to capture information about your organisation, partners (or if you have staff in mind who may deliver the service), and why this all comes together to deliver a service that will provide enhanced social benefits in Thurrock
• Part E – is where we ask you to confirm that your expression of interest submission is ready to be reviewed by the council

After we receive your application

We will acknowledge all expressions of interest we receive. The statutory guidance then allows us 30 days from the end of the submission window (30 April) to consider the expressions of interest. In this time we will review your proposals to determine if they comply with the regulations.

If we find an issue with your proposal we will contact you to discuss the best way to have your ideas considered.
